This is an experiment on the layer: Scout owns one loop for the whole ecosystem: what to watch, how often, what was seen, what it means, and who should know. Every product registers subjects with it instead of growing a private watcher that only its author understands.

What it is

  • A collection runtime: subjects and schedules in, evidence and alerts out.

  • A system of record for watching: objectives, sources, schedules, runs, evidence, findings, and the alerts that left.

  • A shared service, not a feature of any one product. Products are consumers, and the authoritative records of their own domains stay with them.

  • A pluggable runtime, so specialized collection can be added behind the same run and evidence contracts rather than inside each consuming application.

The need it answers

Watching the outside world is a requirement that arrives late and quietly in every organization. Handled locally, it produces a scattering of fragile jobs, no shared history, duplicated effort against the same sources, and claims about what changed that nobody can verify.

The problems behind that need:

  • Every product reinvents the loop. Scheduling, retries, rate discipline, storage, and alerting get rebuilt at lower quality each time.

  • Observations are not kept. Without stored evidence, a claim about what a source said last month is a memory, and memory is not a basis for a decision anyone will defend.

  • Alerts arrive without context. A notification that something changed, with no before and no source, moves work rather than resolving it.

What Scout is not

  • Not a general web archive. Scout keeps evidence for the subjects the community chose to watch and states how long it keeps it.

  • Not a decision engine. It produces findings and scores; acting on them belongs to the domain, the person, or the governed automation with the authority to act.

  • Not a way around a source's rules. Access terms and rate limits are part of the contract.

Who it is for

Every product with a question about the outside world: foresight work that needs signals, financial work that needs market and filing changes, procurement that needs supplier and tender movement, compliance that needs regulatory updates, and any community that has decided something out there is worth watching.
