Reasoning a community can own.
All capabilities · In build
If reasoning becomes the scarce input to coordination, then who owns the reasoning capacity becomes a governance question. A community that rents every thought it has from a single provider has outsourced more than a bill.

Serving
Models run on infrastructure the ecosystem controls, alongside the option of external providers where that is the better trade. What matters is that the choice stays a choice: the calling code speaks one interface, and which engine answers is an operational decision rather than an architectural commitment.
Routing
Requests are routed by what the task needs rather than by habit.
By capability
Small local models for classification and extraction, larger ones for reasoning, specialized ones for speech, vision, embedding, and translation.
By constraint
Sensitivity, latency, cost, and residency are inputs to routing, so private work can be kept private by policy rather than by hoping.
By availability
Degradation is planned. When capacity is short, the system sheds the least important work instead of failing whatever asked last.
Training and adaptation
Models are adapted to the community's own vocabulary, records, and tasks, with the corpus audited before the run and the provenance of every training input recorded. A model that cannot say what it learned from is not a shared asset, it is an unexplainable dependency.
Evaluation
Before adoption
A model or a change to one is measured against tasks that reflect the actual work, not against a leaderboard.
In production
Interactions are traceable, so quality, cost, and failure modes are observable rather than anecdotal.
Against the record
Answers are checked against cited sources, which is what turns confident output into something a community can rely on.
Capacity as policy
Reasoning capacity is finite and expensive, which makes its allocation a governance decision. Priority lanes, reservations, preemption, and quotas are stated policy applied by the platform, so the important work of the moment gets the capacity and the reason it did is on the record. Left implicit, this becomes the loudest team wins, which is how shared infrastructure stops being shared.
